The Yellow School Bus is an American Icon. It is a symbol of school bus safety but also is an iconic image of American Education and our schools.  It represents safety and the best traditions of our schools and education system.

In New York State, over 2.3 million children ride a yellow school bus to and from school each day. We believe that it is our role as school transportation professionals to ensure that that the school bus ride should be a safe and secure ride.



The Cyr Foundation and NYAPT proudly gathered over 260 school transportation professionals at the Albany Marriott on July 14-18 for education, partnering, networking and sharing of ideas to keep children safe on their way to school every day!

The week began with the presentation of four Professional Development Series courses offered through the National Association for Pupil Transportation (NAPT).  Each course advances transportation professionals toward national certification and will support state-level certification under our new program.

On Sunday morning, we were delighted to share in the work of the 2018 Class of Master Instructors who rewrote and reimagined the 30-hour Basic Course for Drivers.  Hats off to all seven new MI’s and their amazing faculty team led by Jim Minihan and Gale Winsper!

That afternoon, we kicked the full conference into gear with the Annual Business Meeting and educational workshops.  Those workshops continued throughout the conference close on Wednesday, interrupted only by Monday’s Trade Show.  The Trade Show featured some 58 exhibitors who filled the room with products, services and technology for the modern school bus operation!!

We were entertained by magician Steve Brundage, delighted and enlightened by author Craig Davidson, informed by our state agencies, and strengthened and educated by our keynote speaker, nationally-recognized security expert John McDonald. 

In between all of that we found time to share meals, party at Wolf’s 1-11 and engage in recognition of those who have given so much to our profession and our association.

  • As presented at our recent partners meeting, FMVSS 571.111 has been updated to require a rear view camera system to be installed on any vehicle 10,000 lbs. or less GVWR with a final production date on or after 05/01/18. The image screen is required to shut off when the vehicle is not in reverse gear within 10 seconds or 10 mph or 10 meters as set by the manufacturer. 

  • We congratulate Senator Carl Marcellino (R-Syosset) and Assemblywoman Donna Lupardo (D-Binghamton) on passage of the legislation that would expand and enhance drug and alcohol testing of school bus drivers in New York State!

    The legislation (A208E/S2587E), which was introduced the first time in 2014, would require the inclusion of all school bus drivers for random drug and alcohol testing, regardless of school bus size or commercial license endorsement.  Simply put, the bill would add Class C drivers to the random testing pool in addition to those already included for drug and alcohol tests.  The bill would also increase the prohibited time for consumption of alcohol before driving a school bus from 6 hours to 8 hours.

    All expenses incurred for this expansion of the testing would be aidable under Transportation Aid in the Education Law.

    He recently noted that he would also appoint Heidi King to serve as the new Administrator of the National Highway Traffic Safety Administration.  King currently serves as the Deputy Administrator of the agency which has been without a leader since January 2017 when Mark Rosekind stepped down.  King has earlier served in the US Office of Management and Budget under three presidents and has a personal experience as an EMT in New Jersey, giving her insights into accidents and accident investigations.
